I am commanded by the Air Council to refer to

Colonial Office letter of the 13th August, 52891/28,

transmitting a copy of the Watchman Ordinance 1928 Hong

Kong and to suggest, for the consideration of the

Secretary of State for the colonies, that it appears

desirable that Clause 4 of the Ordinance should be amended

to exclude from the provisions of the Ordinance members

of His Majesty's Air Forces and persons in the employment

of the Air Ministry
